Read the locality before the wage

A determination can name several counties while an individual trade block names specific towns. Keep both levels of geography with the figures you copy.

Level 1 · document header

One highway document, six counties

The historical header names Fairfield, Litchfield, Middlesex, New Haven, Tolland and Windham. Hartford and New London are not in this header; this is not a single statewide schedule.

The header is the first check. It does not make every trade row interchangeable across those six counties.

Level 2 · individual trade block

Same document, different locality labels

These two electrician blocks state geography in their classification text. The figures below are copied separately as base and fringe, in USD per hour. They are source examples, not competing quotes for the same job.

Four named towns · Fairfield County

Darien, Greenwich, New Canaan, Stamford

ELEC0003-007

Classification: ELECTRICIAN

Block date: April 17, 2025

Base / hour
$45.00
Fringe / hour
$36.63

Do not extend these four named towns to every Fairfield worksite from the county heading alone.

Middlesex towns · Tolland · Windham

Read the entire parenthesis

ELEC0035-001

Classification: ELECTRICIANS

Block date: June 1, 2025

Base / hour
$48.25
Fringe / hour
$36.67

The label lists Middlesex County towns “CROMWELL, MIDDLEFIELD, MIDDLETON AND PORTLAND”; then Tolland County and Windham County.

“MIDDLETON” preserves the source spelling. Confirm the intended locality rather than silently changing it. This label does not name Fairfield.

Both excerpts: U.S. DOL via SAM.gov, CT20260001 / 2, May 18, 2026; source consulted November 1, 2026. The block dates above are distinct from the determination’s modification date.

A missing qualifier is an open question

The same document also includes ELEC0090-002 (“ELECTRICIANS:”) and ELEC0488-002 (“ELECTRICIANS”). Those short labels alone do not settle which remaining towns belong to each block. This guide does not assign them or choose a payable rate.

Keep four fields together in your project notes

  1. Worksite: record the actual town, county and plan location.
  2. Contract reference: record the incorporated determination and modification; do not substitute this historical example.
  3. Source block: copy its identifier, date, classification, full locality qualifier and relevant notes alongside base and fringe.
  4. Unresolved question: ask the contracting agency to identify the block for the described worksite and work. Keep its response with the contract file.

For example, if a project file says only “Fairfield County,” retain that as incomplete location evidence. The first card names four towns; the second names different locations. Neither card establishes a rate for an unspecified Fairfield site.

Source and limits

This is a reading aid for one historical federal highway document. It does not validate all Connecticut archive rows, provide Connecticut state prevailing wages, classify actual work, or determine contract coverage.
